BEWARE of seller. He is giving his customers a fraudulent returns address in Carrum Downs, Victoria, which is not his own. Do not send your parcel off, as you will never see it returned to you from him. He has been doing this for the past two years; we have had enough; all parcels are now sent to Vic Police.

This - seemingly has been occurring for sometime - not 1 or 2 - numerous.
The advised thing to do is report this to police - so there is a record.
The OP is doing the correct thing - let them deal with it.

Absolutely awful seller but after having another look, I'm not entirely sure that 'all' of these parcels are actually a scam.
There's nothing in the feedback that really indicates an item was returned and seller didn't receive it.
The OP writes

Why would a buyer want their parcel returned ?
I think the OP's assuming that all the parcels are returns from buyers.
The seller , who also has location shown as Carrum Downs. is also a buyer.

IMO, I think there's a good chance that some of these parcels addressed to the seller could be from other sellers, not returns from buyers.
We all know that the seller has bad feedback as a seller.
But personally, I'd have used RTS after the first parcel and made it my business to find out the seller's address (is it similar to the OP's, an error ?) when the second parcel arrived, but that's just me !

That was part of what had me confused. The only reason I could think of was if these were not normal returns as such but more exchanges, maybe for a different size or colour, whatever.
You could be right that some of the parcels could actually be from other sellers, if OP is living in the same suburb.
If OP knows the ebay ID of the seller, and it seems they do (not that i can see any details as it has been moderated), then JU 666396 could send a private message to that person, outline the problem, and ask what is going on.
Return to sender is fine but will only work if the sender's address is on the parcel. You'd think in most cases they would be, but the implication here is that they may not be or else you'd think this would have been done ages back.
My main impression is the OP is sick of receiving these parcels though. If they are actually from other sellers to 'Bad seller', who also lives in Carrum Downs, then you'd think the recipient name on the parcel would always be the same.
If I kept receiving someone else's parcels, I'd assume the person whose name was on the parcel had entered their address wrongly on ebay and that probably theirs was a similar name to my street.
But the thing is with that, if a wrong address is entered then every purchase would go missing for that buyer, not just some. If you were buying on ebay you would surely wake up after a few purchases that something was far wrong.
Anyway, for me it is all very confusing as I can't quite figure out exactly what is going on.
