I'm guessing that this post is for me so here goes.
COD is not what eBay uses,it is the seller who opts for that.
Cash On Pickup is available to use.
I have no problem with eBay policies.
If one chooses to trade on Ebay then follow the guidelines/rules/policies & it's all smooth sailing.
When one chooses to break/bend the rules to suit their own agenda then it can only end in tears.
When I signed up with my ID'S I agreed to follow those & will continue to do so.

I doubt many buyers would go for COD option. Paying $8+ for the fee and postage on top. Have to go to PO to collect and pay.
I was in the PO one day and a young guy at the counter had left his wallet at a concert and the concert organisers had send it back to him COD. That seems a reasonable use for COD. Organisers didn't want to pay the postage costs. Guy happy to get his wallet sent back.
I only posted the COD info, as the OP seems to think COD is the same as cash on pickup even though others advised him/her that isn't so.

On the whole, I would agree cash on pick up is the most logical way to pay for pick up items.
But I have been ina situation where a seller wanted paypal.
A few years back, I bought a kitchen suite, after the seller advertised she could deliver it (at an added cost). That swayed me as I don't have a trailer.
But she asked me to pay for the item via paypal and just pay her the money for delivery when she got there. I am assuming she wanted paypal payment upfront because she was coming a fair distance and didn't want to risk turning up here and having me either not here or deciding not to take the item. I can understand that.
I have a friend who bought and arranged payment on pick up, scheduled for 3 days later. She came down with a nasty case of flu and asked if she could delay pick up till the following week, but offered to pay via paypal immediately so the buyer would know she was genuine.
So there can be cases where both buyers and sellers feel comfortable using paypal in some pick up situations.

I agree. What a piece of work. Definitely someone to add to the special list. Had to laugh at the spelling though, some of my 6th class students could do much better. If I had been the seller I would have corrected his spelling mistakes for him in response.
