Go to ebay.com  and ask them the same question 6 times.

I think those ebay sniping programs indicate how high someone is bidding and can be set to beat your bid by an increment determined by the user

Are you answering the question asked by the OP?  It looks like your answer is on the wrong thread as the OP is asking about maximum bids, not sniping?

BTW, snipe bids can be set with your maximum bid but the user cannot set it to beat a maximum bid.  It is just the same as if you snipe manually...if your bid is the highest it will beat the highest bid by just one bid increment, which is set by ebay, not the user.
