Sorry, I don't understand the question.
If you need help perhaps you could set out more clearly what the problem is. So far I can only make out that you are concerned that you have several different delivery times for a rather expensive parcel.
As a general rule, the delivery times quoted in ebay are way out of whack anyway, and international postage, particularly from the USA, is very expensive if the seller is using one of the premium USPS services or the ebay sponsored GSP.

Lyn's correct, it is a bit hard to work out what you're trying to tell us, so maybe try a bit less of the text speak and use longer sentences? (just humour us old folk, eh?)
1) I have a lot of US transactions, and I've had no issues although sometimes post time does vary LOTS and it's not always the seller's fault, ok? I'm waiting on one item at the moment that has been sitting in some sorting facility in Florida since July 27 (Surf is probably up and all the workers have gone to the beach). HOWEVER, of course, this doesn't mean that you shouldn't be concerned, but US post is usually pretty good.
2) You paid on the 30th for this item. It's now only August 14, you may have up to another week to wait yet, 3 weeks is not unusual from the US. I don't recall a $38 package arriving much sooner, however I have had some from $55 - to $110 arrive within 10 business days.
3) Depending on what you have bought, the postage prices don't seem that high to me, my most common ones from the US are around the $25 or the $38, so you will get used to it, it's like everything, the first time is the shock.
4) Lyn's right (she's always right LOL) take no notice of when eBay says the item will arrive, they have no control over the speed or efficiency at which the postal service works. At times, the delivery dates given by eBay seem to indicate that Superman is the chosen method of delivery.
5) Your problem - perhaps the seller has been dishonest, (I can't work it out). Has the item been marked as posted on your purchased items list? It would be unusual if the tracking information was not entered there under the title of the item for the $38 service. Have a look there, ok?
6) Based on the info here, I wouldn't start to get too nervous for another week, I assume you paid by PayPal as is the norm with international transactions, so you do have some protection if the item does not arrive.
7) I'm thinking that the seller may also have had a little trouble understanding your messages and MAY BE the reason for the confusing replies.
The Most important thing to remember at this stage is if you do not have the item in your posession by day 40 since the day you paid, (about September 10) to open an unpaid item dispute with PayPal. Come back for help with this if you need to. DO NOT LET THE SELLER string you along past this date, ok? (some do and will try) you have 45 days to raise a claim, but just to be sure, I stick to the 40 days so I don't miss the cot off.

Looking back, you have paid by PayPal on the 30th July. So that's good, you do have protection (sorry if I sound like your mum there LOL) But you do have time on your hands. Keep September 10 in the back of your mind.
In your "my eBay Summary" underneath the section Purchases, your item will show up. To the right of that will be a $ sign indicating that you have paid. Next to that should be a little envelope. Is there? If it is there it indicates that the seller has posted your item. If you hover over it, it should tell you what date the seller claims to have posted your item.
I'm not sure what you mean about the tracking number being in the eBay link? Was this given to you through eBay messages or did it appear under your item in the purchase section next to the title "tracking number"?
I understand that the mixed messages are irritating, but if chemo is in the picture, their life could be pretty up in the air and a bit confusing and unpredictable for them atm. I know that's not your problem, but it is something to keep in mind. A lot od eBayers are just regular people who fit their ebay trading in around their regular lives, and you may have come across a seller who does do eBay to fit around their cancer treatments etc.
As for the last minute bidders, whilst I can't be positive that it wasn't a dodgy bidder, keep in mind that lots of eBayers wait to put their bids in until the last few seconds of an auction, rather than place nibble bids throughout the duration of the auction. Some do it manually, others use a special tool called a snipe tool to place the bid for them - it is perfectly legitimate.
To give you an idea, I watched an item last week that started at $US19.99, and by the 3rd day, received nibble bids to get it up to about the $50. It sat there for the next 4 days, then in the last 20 seconds or so, the price started to climb. I placed my bid at 4 seconds to go and was instantly outbid by 3 other bidders. The final selling price was about $176.
So, in short, don't worry yet, you still have time. Just check on that tracking number and tell us where it is (only because I don't want to tell you to click on it without knowing, incase it was not provided by something generated by eBay and may earn you a virus etc) but if it is under your item, you should be able to click on it and it will open up a window with tracking details on it.
Also check if the little envelope is glowing yellow and what date is on it when you hover over it.

If you had opened a dispute within the 45 days Paypal allow (and advise), you would have got your money refunded.
