I have a lodged a dispute for something not received as per my previous post http://community.ebay.com.au/topic/Buying/Dispute-Lodged-Picky/600155829. Seller responded through ebay on the 13th that they had been away and goods were sent but must have been lost. They said a refund was ridiculous (only $10) and they would send another one. Still haven't seen anything after a week and asked again if repalcement was posted. Does the seller have to respond through resolution/dispute centre? and are they sent reminders? Or do I continue to ask through ebay messages.

Oh & JMO again but I'd be leaving neg feedback just for the simple fact they seem to be VERY lackadaisical/apathetic/laidback- possibly because you've purchased before & seem willing to put up with their slack delivery.
They SHOULD be responding through Paypal dispute Resolution centre.

yes, escalate now. If the item arrives after you get your refund, you can always repay them. If they do not respond through the PP case, that will only go against them. PP will just refund.
When leaving FB make sure you will only leave 1 star in appropriate sections (0 does not count), wake up call definitely needed ๐
