Hi All, l bought an item on the 7th of Oct. prior to going into hospital on the 22nd Oct, item: 321542029314 when the item finally arrived after being "lost" by the courier co. for a week, l find that there is no hard drive installed, the ltem Specifics DO NOT match those mentioned in the posting, no cd/dvd/rw/drive, the model no. for the Laptop does not match up and the MPN (manufactures part number) do not match up. Display size states 15.4' but is 12.1' which is okay with me, l have not got a problem with that issue. l paid through PayPal, as l always do.
Should l open an Item Not As Described or what ? After emails to Seller, he has gone quiet. Or could be very busy looking for my hard drive, hardly. lol, Any help appreciated, thanks.

Just going at the face value of the listing, with the flickering etc., I would not expect something brilliant but I would expect it to be running. With a hard drive.
that's the thing. Some issues can be fixed easily, some cannot. But one would want what was in the listing, if one was buying it at all.
Cannot be fully operational minus important bits.

Yes, the seller has selected USED as the condition... as I just posted --- fully operational and functions as intended.

Seems to not be doing that ... Attic-case, if you want to, give Paypal a ring and see what they say. But I would be opening a case if only to get the seller talking again. If it is not operational, it is not what you paid for.

When you open the case Paypal will freeze the amount in the seller account. Then they refund you when it is returned. You need to return it by a tracked method so you have proof. With a laptop, with a battery, that means road transport only (I think). The post office can help you do the right thing for the return.
that is why it is best to only return items via a Paypal case if you pay with Paypal. You get your refund. Unlike just sending things back to a seller, informally, who may then not refund. Unfortunately, it is at your expense.
the way it works is, the shipping is your cost back to the seller, but you will be refunded the initial payment in full, including the first lot of postage.
The rules have changed as of purchases made after 18th november, there are more buyer protections in place.

With this purchase, you have 45 days to open the case. That is going to change to 180 days.
but not yet, so if you have any concerns about how a return works, just give Paypal a call tomorrow. They will help you 🙂

You may hear from the seller soon, who may cooperate with you getting a refund. They have pretty good feedback also and have sold several cheaper laptops before.
I am not saying you shouldn't go ahead now with Paypal though.
The listing for your one is pretty bad.
