I have logged off & on & restarted BUT this error message still keeps coming up.
I cannot get started on ebay without completing a Sellers Account ...

Look, if you're trying to do it for this account and it ain't working, create a new email address (hotmail, gmail) and create a new eBay account. You have zero feedback on this account, so start from scratch with a new account. Probably way easier than stuffing around with phone calls and error messages.
Of course, if you create a new account and have the same issues, then you need to RING eBay, or select the option to have them call you back. Don't waste your time with email or live chat. Email answers are usually bot generated, unless you know how to get around them. Live chat is good for some things, but most things are better fixed via call you back option. If you have no luck, ask to speak to a supervisor.

There are different ways of doing it but you should be able to register without having to get a seller account.
You should be to do so via their registration page below:

@ warehousefashionoutlet, Probably also worth noting that the womans fashion catagory is probably one of the hardest to operate in on ebay. The catagory is completely saturated with people who go to op shops and garage sales to purchase stock which then becomes fairly expensive by the time a profit is added, ebay and paypal fees accounted for and postage costs ( and fees on postage costs ) are also included. Then when buyers are found, they can be notoriously difficult with high return rates if an item doesnt match their shoes or just doesnt fit quite right.
Having said that, some people still make a go of it, usually by concentrating on items that are highly unusual or genuine high end brands. People still sell the regular stuff, but by the time the numbers are crunched on dead stock that never sells, high returns rates and ebay fees, they would be struggling to get any sort of real return for their time and effort. It is common for these sellers to then come to the boards complaining that ebay fees are too expensive.
Much better to find a product to sell that is much rarer and more highly specialised such as vintage jewellery or rare shoes / sneakers if fashion is your thing.

I have finally been able to create a Sellers Account by listing 1 item to sell and this enabled me to automatically create a Sellers Account and add payment method. Phew! long winded process to get to the bottom of it without starting from scratch.

Guess when you look at the overall picture, one could say this for any product listed on ebay.
The big name players such as Myer is on there for a reason....
You never know unless you give it a GO...
