Could someone please tell me the options I have left in getting my money back?
So what's happened was - I purchased 16 batteries off this eBay seller about 2 months ago now. After around 2 weeks I opened a case that I received only 4 batteries. The rest were apparently held by customs. I asked to resend the remaining 12 batteries now what the <Removed> does is use the trust card that no one can get scammed on eBay and to trust him that he will resend the parcels only AFTER I close the case. I asked for reasons and his replies were just 'please close the case for us to be able to resend the parcels'. He also added the wrong tracking number (there were 3 tracking numbers and only 1 arrived which was the 4 batteries, he used this for all the orders to make it look like he sent and I received the batteries).
So after awhile of waiting I simply closed the case. Biggest regret. Now it's been 2 months and nothing. I checked his feedback and it seems I'm not the only one. This seller deliberately asks to close cases, retract bids with promises to make things right but abuses the fact that once we do there is nothing we can do.
Someone please help on what I can do to get my money back....
I know there is more than enough proof if eBay staff just checks our messages what this seller has done.

You shoud never close a dispute until you have the goods or a refund.
You cannot reopen the dispute and it is too late to open a dispute in paypal.
Your only other chance of a refund is if you funded the paypal payent with a credit card or Visa debit card....you could ask your bank about a chargeback but as that also has a timelimit you need to do it soon.

Lyndal, I think the buyer could still try Paypal, don't they give you 180 days now? Admittedly he might need to ring them, due to the fact that if they checked tracking it would say delivered, so he needs to explain that only part of the order was received. He could then also attach copies of the relevant messages for them to read.

On PayPal when i click the transaction it says:
Need help?If you have problems with an eBay transaction or want help settling a dispute with an eBay seller, go to the eBay Resolution Centre. You should attempt to resolve issues directly with the seller whenever possible.
Also for payment i used my Bank so i can't really do a charge back...
Any other suggestions?

You might be right Penny...I thought the 180 days was for Not As Described, not Not Received.
However, the OP should open a Not As Described dispute rather than Not Received as the seller sent with a tracking number which would show that it was received.

Do you mean you did a bank transfer or you used your bank account on paypal?
If it was a bank transfer you cannot do a paypal dispute anyway so you have lost your money.
If you used your bank account through paypal you can still open a dispute in paypal....just be sure you use the option of Item Not As Described....there is a sub option of item/part of item missing.

It was Bank account on PayPal.
Pretty sure i will win the case.
Hard evidence in the messages.
Thanks guys. I thought you could only dispute through eBay for eBay purchases but you can also do it through PayPal. Thank God.

The ebay MBG is very recent but you have always been able to use paypal to dispute ebay purchases and get refunds.

If thye items were held at customs then you may very well be out of luck. As no seller can possibly know all the restrictions of every country it is a buyer's responsibility to know what is allowed and what isn't so both ebay and Paypal regard an item having reached customs and being held there as delivered.
No lithium batteries should be posted from anywhere to Australia, you won't get past the PO counter in the UK. A lot of other countries are lax about the rule so a good number of items containing batteries get through but if you ordered several they may very well have been stopped and held.
