Are you asking if eBay has a store-front? (There is no eBay staff on the forums, just other members like yourself). I believe there is a head office somewhere, but I have no idea how you go about getting there and speaking to someone.
If you're asking whether a particular seller on eBay has a store-front, your best bet is to contact them directly via the ask a question link at the end of one of their listings (or Contact Member from their feedback page).
