I won an auction for 0.99 and when I contacted the seller they said that there should have been a reserve of $20. The auction was set over several days so they had plenty of opportunity to realise this. I paid on credit card but didn't have a paypal account so just paid via credit card. I have been trying to work out how to report the member to ebay and to open a case resolution but because it thinks it's a paypal payment it only brings up the option to log in to paypal. But as I said I don't have a paypal account....
What should I do?

They are probably a new seller and had a BIN in the listing which many think is a reserve.
Once a bid is placed the BIN disappears and the seller was probably not aware of it.
Add to that, ebay promotes starting auctions at 99 cents so I would let it go being a small value purchase.
But I would definitely report a long time seller for non performance.

Agree kopes, but I still think they should honour the sale. New , old or just didn't want to sell it.

call ebay tomorrow and get them to guide you through.

If you paid through Paypal as a guest using your credit card if you open a Paypal dispute using the same email address you used to make payment then the transaction will become available in the resolution centre and you can open a dispute. If you refuse an offer to mutually cancel the seller will have to pay the fvf and they will get a defect recorded against their account.

You must have paid through paypal as a guest if you paid with a credit card but not to the seller directly.
If you want to open a dispute you need to open a paypal account with the same credit card and other details that you used when paying as a guest.
The original transaction should then appear in your new account and you open the dispute normally.
