How do leave feedback?

How do I leave feedback for items I have purchased? I keep hearing about 'sellers hub' but I can't even find that!

Go to your purchase history and next to each item is a small drop down menu. 

Select leave feedback.

But if purchases are older than 60 days, you cannot leave feedback.
