What is the item number so we can see the details, as well as where seller is registered.
Sounds like this transaction is going to be a problem - possibly best to avoid, especially if seller is in China.

Ebay does not sell anything.....you are dealing with individual sellers who list on the ebay platform.
Australian Consumer law only applies to sellers who are businesses registered in Australia.....it never applied to your Canadian seller.

Seller is as confused as the OP.
The seller"s items are listed with GSP.
OP asked for surface mail....Seller replied..."we don't ship internationally sorry".

Maybe the Seller does not appreciate your question, and is left with the opinion that you are likely to be a troublesome buyer who is likely to claim INAD. As such they are not interested in answering your question or selling the item to you, as the seller would be responsible for all shipping costs, not you.
The seller is not obliged to answer your question, and given that you think makeing threats to the seller
will remedy this, the seller may be justified.
If the seller has not blocked you from buying the item as yet, they would be foolish not to if you proceed with threats.
Re your $5000 motor, Canadian Police acting on the say so of an Australian ebay buyer, Highly doubdful,
and the more likely scenario is that all shipments to and from Canada are SLOWWWWW

The seller is in the USA....if he has been opted into the GSP he only has to post within the USA but cannot change the shipping method.....it will be sent via air freight, not sea mail.
I doubt that sea mail is an option with any sellers now unless they find a shipping service that is using it due to Covid. USPS is not offering it.

You can not just NOT pay for an item, but in this case I would politely request the seller cancel the transaction.
I think this is just full of pitfalls, so best to opt out with no harm done to you or the seller.
