How long has it been that paypal no longer refund postage costs when claiming a refund?

I received a refund on items from a seller that never sent the items but I didn;t receive a refund for $60 USD for postage costs. Has this only just started because it makes me think twice about buying overseas.

It may be that the seller was able to provide Paypal with a tracking number uploaded to the dispute, which would cover the seller for INR.

 

If that is the case then Paypal might have refunded you out of their own pockets. Though normally, I think, Paypal would refund the postage amount as well. 

 

Your best option may be to phone Paypal and find out what has happened.

Your seller needs to refund postage costs. Did you open a dispute through Paypal or did you just message the seller?

It sounds like the seller is using the GSP.   If that is the case the seller cannot refund the postage as he did not receive it.

 

It has to come from Pitney Bowes.

 

I don't know how you let them know that the item was never sent.....the refund is usually automatic when a refund comes through a dispute.

He didn't use the GSP. He just used normal USPS shipping

Are you sure the seller didn't just do a partial refund after you opened the case? If it was paypal that refunded then the case would probably have closed automatically after they did it, so is the case still open or not, and if not, who closed it (paypal or you)?
