I received a refund on items from a seller that never sent the items but I didn;t receive a refund for $60 USD for postage costs. Has this only just started because it makes me think twice about buying overseas.

If that is the case then Paypal might have refunded you out of their own pockets. Though normally, I think, Paypal would refund the postage amount as well.
Your best option may be to phone Paypal and find out what has happened.

It sounds like the seller is using the GSP. If that is the case the seller cannot refund the postage as he did not receive it.
It has to come from Pitney Bowes.
I don't know how you let them know that the item was never sent.....the refund is usually automatic when a refund comes through a dispute.

He didn't use the GSP. He just used normal USPS shipping
