How to report repeat offender fraudulent sellers??? eBay has no mechanism for this??

For several years eBay has been allowing sellers who are openly fraudulent to continue to trade.  There seems to be no mechanism for reporting them.  Even the 'Report item' function does not have any category for fraudulent listings(!!!)  

Is there a method I don't know about?

e.g. I would like to report this seller queenslandermate who has for the longest time been selling a whole selection of fake seeds: http://www.ebay.com.au/sch/queenslandermate/m.html?item=172239551767&hash=item281a46fd17%3Ag%3A2swAA...

How is this done?

These seeds come from China.

How do they get in?   Aren't they supposed to be irradiated or something?

They seem to have no trouble getting them through customs and I have no idea how they manage that,(it's a

frequent question that pops up in forums).

I presume they just send something and refund if it doesn't arrive,

No, you definitely haven't been scammed with those ones. They are 100% legit. I know they're legit because I read it on the internet and the internet never lies.

I think the full moon is next week, so not long to wait! My only advice with these seeds is, DO NOT fertilise them. If you do, the end result will be misshapen, fat and frumpy with exceedingly high maintenance. It's just not worth it. I read that on facebbok. You've been warned.
