The item has been posted but i just noticed that the work was not done by the artist stated in the description. Do I return it or ask for a partial refund and keep the item even though it is not what thought i was getting.

Always try to follow "Rule 1" Talk to your seller. Most sellers will be happy to negotiate with you for the best outcome.
And if it has "just been posted" but not yet received, I would definitely wait until you have the item.

Thanks. I like it. It is similar to what the artist I collect does but definitely not by him. So Imay try and negotiate with them.

Definitely talk to the seller once the item arrives and keep the discussion on a calm level.
I once bought an item that when I got it, it didn't match the photos. Close but no cigar. I contacted the seller and asked what had happened as it wasn't the right item. Turns out what I expected to buy had been damaged and the seller didn't notice the difference in the photos (and the written description was very basic and could have applied to either). Stuff happens I guess.
Anyway, the seller tried to find the right replacement but couldn't, she was very apologetic, the item wasn't expensive and I figured it was simpler to keep it and cut my losses. I still gave her positive feedback as she tried to fix the issue, though I did mention we had a problem but it was resolved. She replied to my feedback with thanks.
Of course the irony is, I STILL haven't managed to buy the item I 'almost' had. Scarce as hen's teeth apparently.
C'est la vie.
