I won a item on 11 AUG free postage, today is the 3rd of oct. still not here.On his page he state 45 days delivery time from CHINA i been waiting patiently, sent a few emails but never got a answer!!! 45 days is up can not claim on Paypal. What can i do I THINK I BEEN ROBBED. Never again from CHINA !!!!!!!

With all due respect, you should have opened a disute. You have been a member for 10 years. IMO you let yourself get "robbed"

That is really bad, and looks like a tactic to try and prevent buyers from opening a Paypal dispute until it is too late for them to do so.
Unfortunately, not all buyers do realise they only have 45 days to open a dispute, and get caught out far too often. Some believe the seller when told, wait another week etc, until it is too late.
Easy to say they should know better, but they don't.

yes it is 45 days to OPEN a dispute, but then you have a FURTHER 20 days to escalate it, time enough for any delivery to arrive....
after 10 years ebaying surely this is not the first time you had an item not arrive?

It's becasue of these ratbag sellers, ebay and paypal are going to extend the claim time to 180 days, that now will give the ratbag buyers a chance to rob the seller.

On the other side of the coin it may just get some of the Chinese sellers to rethink their "item location" for cheap knock-off goods.
I completely agree with you however that the 180 day claim time is completely obhorrent to most members.
