I have not recieved as item and now the seller is asking me to leave feedback before I get a refund. I am worried that if I leave feedback I will not get my refund, it is not very much money however this is not right for a seller to do this. Please advise what I cando.

I'm thinking that might come under the feedback extortion policy.....
Feedback is voluntary, you do not have to leave or receive it.
Did you pay by PayPal?
If so and you are within your 45 days, open up an INR, I'm guessing it is more likely that you wil get your refund.

Do you recall how much postage you paid? Would the item have been sent as a large letter or a parcel?
I ask because for an Item Not Received Case, the seller will be required to provide tracking and proof of lodgement. If they can do this, then PayPal will more than likely find in their favour. (because they did send the goods)
All parcels now come with *cough*tracking*cough*, though not necessarily proof of lodgement. If the case is found in your favour (ie the seller can't provide the proof of posting) you will be refunded the cost plus postage you originally paid.
It would then be up to the seller to make a claim with Australia Post for compensation for the missing parcel.
