If it's the seller that left you feedback, they have terrible feedback. Be wary of sellers with under 99.5% feedback.

eBay commerce do not sell anything

You buy from sellers who list on eBay

You also need to open and follow through with an item not received dispute

Posting on the member to member forum will not get you your item or a refund

And check feedback when  buying so you are not supporting dodgy sellers
