I have brought this subject up before bit still don't know what to do. I bought an item in November last year and paid via paypal. The item was not received so I contacted the seller who said they had sent a replacement. It still didn't arrive but as it was around xmas I thought it might take a bit longer so I waited as they assured me it was on the way. Now it still hasn't arrived and it is too late to open dispute on ebay. A couple of people said I can still do it through paypal but I don't know how to. When I go to paypal they ask me to provide a dispute ID whch I dont have. Is there anything I can do?

On your Paypal summary page you should see this box on the LHS, click on the highlighted bit and go from there.
