I need to get in contact with ebay to council a dispute that has been solved it was, no delivery of  goods but I jumped the gun, they arrived two days latter.

If you have been refunded by the seller then you need to contact them to make reparations......PayPal or bank account etc

No need to contact eBay.

Just repay the seller if you were refunded.
