I recently bid on a unique item (framed vintage photos) and was outbid by another buyer. Today I have found the item relisted and at a much higher price than it was "sold" for. What is going on? Is this in breach of Ebay policy?

If thats the case harley, the seller should have gone through the NPB dispute process (minimum 8 days). Sounds more like the seller thinks its worth more than it "sold" for.
OP dont bid on the item again, let it go unsold. Thats the best way to hurt a seller like that. You may try reporting the seller but dont think ebay will do much.

There may be a number of reasons it has been relisted. The top bidder may have contacted the seller to say they couldn't go through with sale or something or the seller could have been shill bidding and decided they want more money but if you can't prove it then not much ebay can do about it.

maybe they were not unique and the seller has more than one of each!

I had thought of that but studied the items carefully. They are definitely unique hand painted photos and the two listings used the same photos. Thanks for your thoughts nonetheless.
