Hi,
Sorry, first time on here, and was adviced by some people to come the great community ehre to seek advice what to do.
I have been hunting around for a Fishfinder on ebay for awhile and finally saw one that the model is selling with starting bid at $75, but buy it now for $100 (plus shipping of $15). For a brand new the price ranged from approximately $169 (ebay) to $200 in BCF. So $105 buy it out right is not a reasonable price for a second hand.
The Ad has a very short descrption, and this is the exact description in the ad:
"Lowrance elite 4x chirp with sonar, used a few times and then upgraded head unit and mount"
and with three photo attached (1 with the head unit, one with the photo of the abck of the unit, and another one is the unit on the bed with some cables).
So I go ahead of did a Buy it now and paid by paypal immediately. 3-4 days later, i received the package that contains the head unit of the device, with the sensor cables (But the sensor has been cut and not include in the package received), and did not have the power cable either.
Tried to communicate the seller through ebay's messaging faclities to ascertain why the sensor was cut and not in the package, and the power cord. He responded that sensor is never included in the sell, nor the power cord. What I get is what he show in picture.
As i try to tell him his description indicated it comes with sonar (some people called it sonar, instead of the proper name), hence any reasonable person would interpret the item selling is the complete package. If anything not included in teh package, he should had specified as "AS IS" or "Head unit only".
As now the sensor cable is cut and without sensor which is integral part of the whole fish finder, this is basically a useless item. to replace the sensor and the power cable, it would costs more than buying the whole package directly form the shop.
After seeking some advice from some other fishing forum members, they all agree they would have intepret the ad as selling complete package. Since the seller won't play ball to take responsible that he did not specify the missing part, I should just go ahead and initial Return to Seller process.
After i initiated, he has responded back to me through the MBG process, and I quote this is the exact message from ebay and him:
"
27 Jun:Seller approved your return request
27 Jun:The seller sent you a message
Message:There is no refund available, it is shows what it comes with in the pictures and says there is just the unit and mount, it is not my fault if you mis read or jumped the gun before asking questions if you were unsure
"
I wanted to response back to him thorugh teh MBG process, but I do not see any function/reply button allow me to. Do I suppose to use the ebay normal contact seller messaging to reply back to him ? Or is it the seller somehow approved my return requests , so no response required from me?
Any advice will be greatful, as this is my first time disputing a purchase ( and not that i really that much from ebay though...)

I certainly would expect it to come with the sensor. After all, the title also forms part of the dscription.

I have taken photos of the cable etc and also screenshot the pricing on the links that Lane-end kindly provided.
So wait and see what the outcome. And I also
FYI. this below picture is basically the cable end where the seller has cut. It looks to me he previously cut teh cable already to attach to something else, and now just cut it out and trying to sell the head unit and a cut cable.

LoL.. this is exactly my intepretation as well. BUt his reply on my original ebay messaging text is. "No, his description meant This model has Sonar function".
The problem with that is, All fishfinders have sonar function, so he is trying to twist his own wording there, which made me stop communicate to him and seek advice and start the Return process,

Cut cables are of no use either they would have to be replaced you can't just attached a new sensor. Sensor and cables cant be spliced. So he can't have reused sensor on an upgraded head unit, either it was faulty or attached to a vessel in a way it could'nt be readily removed. Hopefully not knocked off.

What reason did you select for requesting a return? I only ask as that bit I've bolded has previously shown up if the seller manually indicates they will accept a change of mind return, not 100% sure if the wording is the same for a not as described request, but either way, once the seller agrees to accept the return (which it would seem they have officially done, thus negating the message which says 'no refund available'), the next step is not to escalate, but return the item to the seller's postage address, which should be in the case details.
Because the seller has accepted the return, if the reason selected was because the item was not as described, they are supposed to be responsible for return postage, but it can be a little difficult sometimes to get that to happen. eBay's MBG has a clause that means return postage costs need to be agreed upon between buyer and seller in order to be eligible for coverage from eBay (if the seller doesn't willingly provide it), so try to get that if you can.
If, on the odd chance, you did choose a change of mind reason, the system will go by the seller's return policy when it comes to who pays return postage, and if postage was charged separately, you will probaby only be eligible for a refund of the purchase price, so excluding original postage.
The case details should indicate what the next step actually is, and if the status indicates the item should be posted back, it will also give you a date by which you need to do that - and, if it does indicate to post back, escalating to eBay will just mean you'll need to provide proof of return postage (whether the seller has paid for return or not).
If you return the item and the seller does not issue the refund, you can escalate to ebay and they should enforce the refund, but you need to make sure you have proof of postage, and upload the tracking number to ebay when the package is on its way.

When I select the return option, there are only two reason avaialble for me to select: Item not as described or Missing parts of accessories. I have selected "t's missing parts or accessories" as part of my reasoning,
With the sensor (or known as transducer) cut, the cable is useless anyway as lane-ends explained. The replacement of the whole transducer would costs $150+ which is $20 short of buying the whole new unit from the shop directly.
At the moment, the Return detail is showing eBay is waiting on Seller to confirm Return address, so I can't do anything.
The Return details did contain the seller's registered PO Box detail, but I sure hell not going to send back to him to a PO box.
FYI - Right after i uploaded the 7 photos I took to display all of the details in the return claim, he sent through an ebay message outside of the MBG process . andsaid : "No returns are available for this items it states that, partial refund may be all that you will get"
Looks like i will have to wait till the 3 days are up and get ebay to step in.

Why not ask him which boat he stole it from? Nobody in their right mind would remove a fishfinder in that manner, especially with nice neat cuts through all of the power, control and transducer wires. Does he still have the original receipt from when he first bought it? I'd also be using Google Street Search and checking his address to see if this fellow does actually have a boat in his backyard.
I essentially gave up boating because of all the thieves and light-fingered tools who'd hang around the boat ramp and knock off accessories from boats and trailers, and I'd NEVER buy a car or boat part off eBay, that's for sure. This place has become a den of thieves and scumbags selling off other people's stolen goods for a long time now.

Ring ebay and tell them you have not received a return address and you shouldn't have to pay to return itanyway.

I am waiting for the MBG process passes 3 days before I can ask eBay step in. He has a PO box address, but I think MBG process requires buyer to confirm the return address before I can send it back.
So right now I need to wait till tomorrow or Wednesday before I can forces next step.
