The item did not arrive until 3 months after order and the doors on the cabinet do not close. Seller offered to either replace or give a partial refund but now does not respond to emails. What options do I have apart from involving Fair Trading?

Reviews are something you do to write about an item.
Feedback is what I assume you mean and that can only be left 60 days after purchase.
You have 180 days in PayPal to open a case so check immediately if you can still do that in the PayPal resolution centre.
You shouldn't leave it so long to open a case.
And if the seller is overseas, fair trading won't do anything.

I'm gobsmacked by the fact you waited 3 months for an item to arrive-why on earth did you allow that
long ??
The last thing I'd be thinking of is feedback if you have a faulty item. If you funded your Paypal
payment with your credit card, and it's past 180 days since purchase, you COULD try asking your
bank about a chargeback-not sure how you'd go with that.
In future, please only allow a few weeks, even if item is coming from China.
