There is no point complaining to FSO if Paypal doesn't wish to have someone as a customer anymore. No company is legally obligated to have ANYONE remain a customer & can't be forced to do so.
The ONLY thing they may be able to do is request Paypal remove financial details from their data base.

I didnt say they were all lying, i have around 5 customers saying their items have not arrived,
And it is very likely that their items are held up somewhere in the Xmas rush, and will eventually arrive. As you cannot judge who is lying and who is not, you have no choice but to refund. But looking at your items i have to wonder which ones are gone missing, as you seem to list them all with tracking and signature, even the cheap little ones going as letters.

Wow, you have been exceptionally unlucky. In the six years I have been using eBay I've only had a total of 2 "items not received".
Yes, me too. I have over 1300 individual feedbacks for buying over the past 12 years from Oz and overseas......I have made ONE claim for an item not received - from China.
I cannot believe how unlucky the OP has been..

Considering the OP appears not to be a big buyer at all and yet has all these problems with missing parcels and fake items I would be wondering which of the following apply
A. He is extremely unlucky (in which case he should not leave the house in case a piano falls on his head)
B: His post office are extremely inefficient or just thieves
C. He has discovered a new and cost effective way of doing his christmas shopping
If I was a seller I would be heading to my block list right about now 🙂

Well guess what they have made mine already 😉

Maybe as unlucky you ouch - with one out of the two purchases you made on this particular id not having not been received
B-)

There shouldn't be a limit. PayPal I'm sure recover almost all monies from the fraudulent seller.
Its easy for them to keep tracks on who's likely to be fraudulent seller or buyer so its up to them to keep the system clean and oiled.
Having said that you need to be careful who you are dealing with. Thats what feedback is all about.

Cadam have you had any disputes against you as a seller?
This could make a difference to their decision if that is the case?

Not receiving parcels can be just bad luck. Or it can be that something happened in a particular AP facility in the particular time, and several items were destroyed, or wrapping damaged in a way that they could not be delivered. I often get 1/2 a dozen of parcels in one day; if they were on the truck that got stolen, I would have had 1/2 dozen of parcels missing. Or simply, there might be a thieving delivery driver in their area.
To suggest that just because somebody has few parcels missing in one time there must be something not right with that person, is ridiculous.
Just like in lotto, every combination of numbers has exactly the same chance to be drawn, as any other combination, and just because a number was drawn last week, it does not mean it has less chance to be drawn this week.

i still cannot see the point of banning people; PP only pays out from their coffers if they cannot get the funds from the seller, which is not that difficult in vast majority of cases, as they have banking details and CCs, and as a last resort can send in debt collectors. Except in cases of scammer sellers, of-course, but by limiting buyer protection will not affect scammers.
