I bought a certain amount of items (25 in the listing photo) however the seller removed 2 and only sent me 23, one of the 23 was also damaged. I contacted the seller and she blatantly lied and says that there were 25 and no damage. I do not want to return or a refund as I want those items. What can I do? Thanks

Go to PayPal
open a SNAD dispute, it allows you the option of asking for a part refund.
Then take pictures of what you do have including packaging, and eventually, PayPal will probably ask you for a Stat Dec satying you only got 23 or whatever
(I just dealt with this a few days ago - I ordered 4 of something and the seller only sent 1 - but luckily for me they owned uop to their mistake, but this is what PayPal told me would happen if they didn't come good)
If the seller does not agree to the partial refund, you will then be given an action that you don't like. In order to get a full refund, PayPal will direct you to return the item/s (at your expense) so you then will have to decide if you want 22 working items for the price you paid, and keep them, or return them for a full refund.
After that, if the seller won't play ball, your only other option really, is to express your satisfaction with the transaction through your feedback (you have 60 days before this option expires)

How could she possibly know there was no damage, she was not the receiver!
Perhaps ask for a partial refund, other than that, if you open INAD you will need to send all received items back at your cost.
If you really want to keep what you have received and the seller refuses to compensate, leave factual feedback.
