Network is stated to be 3G (not 4G).
I would say that this is a cheaply-made phone, produced in a Chinese factory of the cheapest possible raw materials, which means that the components are unlikely to be fit for purpose and the stated capacity etc is likely to be grossly overstated.
It will have no warranty.
Because of its cheapest possible components, it won't meet Australian safety standards. From a previous answer that I'd made in the Answer Centre:

Of course, it's your decision whether or not you wish to continue buying computer parts and adapters and cables and the Lord only knows what else from China / Hong Kong. Perhaps it's being "penny wise pound foolish", though; it's certainly an actual risk. I would not put the lives of the people I love in such danger, for the sake of a few dollars.

Don't waste your money.
It's not an out and out scammer in that the seller may send you something-but you probably won't be happy with it.
It will come with no warranty, it'll be made of sub standard materials and it's unlikely it will be anywhere near the quality of phone you will buy here in Australia. There's a reason it is cheap, it's probably a piece of junk.
Chinese laws about copying products etc don't seem to be the same as ours.
I see you look fairly new to ebay (zero feedback). If that is so, maybe it is best not to make your first purchases anything electronic or from China. Always check the feedback of the seller and where they are located. Remeber, if anything does go wrong with a purchase, ebay has ways for you to claim your money back but that often involves posting the item back to the seller for a refund.
If the seller is in Australia, they can send you a postage label (at their expense, not yours). If the seller is overseas, it's more complicated.
If I were you, I'd stick to buying from Australia for a while and steer away from things like phones, computers or amazingly, surprisingly cheap but new electrical products.
