Item described as working but also as is?

If an item is described as working but sold as is, and upon arrival it's most definitely not working (nor would it be capable of it due to breakage of internal components) does the sellers usage of the term "as is for parts" indemnify them from responsibility for its function?

No possibility of it being transit damage either.

Open a dispute if the seller isn't wanting to accept the return and pay postage both ways.

Yep, open an eBay INAD case if the seller won't oblige.

You have 30 days from last estimated delivery date.
