If you have allowed enough time for it too arrive then you just open a dispute for item not received via paypal.

The seller is obviously having problems, they now have 2 negs for non delivery. Having said that it is not unusual for parcels to take up to 3 weeks to travel from the west coast to east and I haver ordered things from China and HK that have arrived quicker than from WA. I would allow 12 working days (it has now been 9) and then open a Paypal dispute, I would then give it another week before escalating to a claim.

I have had both issues, 1. taking ages from WA to receive an item ( 3 weeks) and express posted an item to WA took 8 days.
2. Items from China take forever......hence the expression slow boat to/from China lol.....I no longer bother ordering anything at all from China the quality of goods sold on ebay from Chinese Sellers is absolute garbage. I would rather pay more and buy from AU,USA,UK or Japan.
I agree with the advice you have been given, contemplate lodging a dispute that will generally flush them out and if your reply starts with :"dear friend" you will know you are buying from off shore.

It is a bit unclear as it states int's location as in Australia but then posts from outside Australia. I would be a little worried as 2 negs have come up over the weekend but I would give it another week. I judge things based on what they are and the cost. So if it was me I would be thinking ok it's being posted outside australia and would be slow post due to the amount aI paid I'd give them the 3 weeks before contact.

As long as it gets here - withing 45 days.
Actually, I generally couldn't care where anything is comming from, stuff that I sometimes buy is high end designer gear, wait is usally 1-2 weeks (one handbag I had to wait for nearly 2 years! but I knew that, it was a waiting list as long as your arm) - but the items arrive from the country where they are made from, it might be English designer but the items arrive from Madagascar - so what?
And Ebay's estimated times are just that - but that shouldn't be there anyway, they shouldn't make such claims on any listings as they are not the ones handling the postage deliveries from anywhere. Not to mention that with postage something can always happen, even if posted from next door - and I can't see any allowances in there for delays!
So, not really relevant when you expected it - nor it's necessarily anyone's fault for delay - don't worry too much - it'll turn up hopefully, and if it doesn't you always have PP to fall back on.

I just had a look and what amazes me is that after all those negatives and a score in the minus range, this seller is still allowed to be on ebay. What does it take to get banned?
Quite possibly they started off okay but have hit troubles with supplies, obviously.
I would be putting in your dispute asap.
