I bought a phone cable around 12 Sept and paid immediately when I won the bid.
Ad says shipping was in 13-22 days. So I asked why, if item is in AUS that it takes too long.
I was told via msg not to worry, and the item is in AUS and handling would be 2 days, post in 8-12 days. But nothing yet until now, 03 Oct.
Should I file a claim on this already to get my money back?

BTW according to others who left feedback on his account, (I just checked today) the items he sells are actually in HKG.

Open an Item Not Received dispute now. Escalate it to a claim 45 days from when you paid.

It is definitely time to open an Item Not Received case. You have been more than patient. You can open the case first, and then escalate it to a claim later.
In regards to the item location, check the item description to see if the location is Australia or not. If it is and the item comes from overseas then you should report it. It is not fair because you might have been able to get another one from Australia much quicker if you'd known.

bsal, you have been told repeatedly that you do not have to wait 45 days to escalated a dispute. You have 45 days in which to open a dispute. No matter when you open the dispute you then have 20 days in which to escalate to a claim.
In other words, if you want to allow as long as possible to receive an item but still have paypal protection, you open a dispute at about day 43 or 44 and then wait a further 19 days to escalate.

At any rate, I opened a dispute already and was given until before 23 Oct to escalate.

Usually you can escalate straight away, sometimes you have to wait a few days, up to a week sometimes. If I know an item is coming from HK then I will usually allow 20 business days before opening a dispute and then another week before escalating.
It says in this book I am reading that by 2065 80% of women will be overweight.
