Not ebay here, this is a member to member forum that nobody from eBay reads

If you do not know if it is genuine or not, it is not worth the risk

Occasionally these emails are genuine, but I never join anyway, as these stores that offer vouchers to join their mailing list mostly have cheap items from China I am not interested in.
