I purchased an item but I did not receive the item.
I asked for refund in the end and ebay reject it together reject with my appeal without given specific reason.

The item is purchased in Oct 13th, 2015. I have waited 1.5 month to start the dispute.

Ebay only have a 30 money back gaurantee and feedback can only be given within 60 days so your time ran out to do these things so you should have gone through PayPal,so try and see what PayPal say.

You cannot leave feedback because it is more than 60 days since the purchase.
RING eBay and ask why your claim was rejected.

It was rejected because OP claimed after 6 weeks and not within 30 days

I would be contacting PayPal and explaining your situation and seeing if they can do something about it as PayPal deal better with items not received.

Open an item not received dispute through PayPal. As already mentioned, the time for opening a dispute in eBay has long passed.

The 30 days is actually on top of the ETA timeframe, so the time allowed to open a request via eBay depends on where it's shipping from, the seller's handling time, and (ultimately) the ETA.
eg If you buy an item from overseas and it has an ETA of 3 weeks away, the 30 days is added on to that 3 weeks.
If it was something like a local purchase with the average 1-week ETA, time definitely would have been up after 6 weeks, though.
