I wanted to place a bid on an item that was interstate & a non pick up item. When I read the listing the seller has written at the bottom Payment via bank deposit. Is this allowed?

Yes it is allowed but the seller also needs to have a safe payment method such as PayPal

It is fine for them to offer bank deposit but they also have to offer Paypal or credit card direct and they are the only ways you should pay unless it is a seller you have bought from on a regular basis and trust.
If you want the item just buy it and then you will be able to choose either Paypal or merchant credit as your payment method. If they don't accept your payment just report them and find a seller who plays by the rules.

Thanks phorum_junkie. I'll pay by PayPal if I win. If they should refund my payment to try & get me to pay by bank deposit, would the seller be able to open a NPB dispute?

No, the sellr should not be able to open a NPB dispute after they have refunded your payment.
If they do manage to do it all you have to do is give the transaction number in the dispute and it should close automatically.
As a last resort you can ring paypal but it is unlikely to ever happen in the first place.
