Paypal Reimbursement

Hi, if Paypal refunds money a seller is refusing to refund and then closes a case, does the seller have to reimburse Paypal? 

I would find it a very unfair scenario if sellers got away with selling damaged/broken and not as described items or worse, just not posting item - and not be made accountable for it.

Refund monies would normally come out of the sellers Paypal account.

If the seller has already withdrawn the money from his Paypal account, Paypal will reimburse you from their own coffers then send in the debt collectors to recover their funds from the seller, and from what I've heard, they are very persistent indeed.
