Hi,
Can a seller have paypal on their payment options but after purchase is won, ask you to only pay via bank deposit otherwise they will require you to pay extra for the item to cover their paypal sale fees.

No, that is not allowed under eBay rules. Sellers are not allowed to charge buyers for using PayPal. What sellers can do is factor in all selling costs into their pricing strategy i.e. have a Buy-Now price that includes listing fees, final value fees and PayPal fees (although a seller would not divulge this in their listing description).

I'd be paying for the item via paypal if it isn't a pick up item. The seller should send your item as per the price that you won it at plus cost of postage if that applies. Don't wait for them to give you a non payer strike. That can restrict your ability to buy especially if sellers have blocks in place to stop buyers who habitually don't pay from bidding or buying. Very inconvenient for you if that happens.

You definitely need to pay for the item. If the seller then refunds your payment they cannot open a non-payer dispute as you can prove you paid.
Do not wait for them to open a dispute as it can have an effect on your future buying on ebay.

Just pay for it using Paypal and if the payment is refunded, unclaimed or it says the seller has no account report them to ebay. If the payment goes through they will be uable to open an unaid item dispute.
