Hi all, waiting for a refund from paypal due to me having to cancel a purchase when I became aware that the item does not support win 7. I requested the cancellation from the seller, who obliged in an instant and made the refund to my paypal account.
The issue is now, paypal are playing the same old delay trick with my funds, placing a "hold" on them while they investigate the issue. I cannot see what needs investigating, as the seller refunded straight away at my request, and the funds were returned within an hour, but here we have the same old same old from paypal., playing with our money, now into the 4th day. I know it is now the weekend, but there were two normal business days to do their "investigation". Funny how interest on money invested is paid 7 days a week, but paypal uses the weekends as a delaying excuse all the time. Computers don't get weekends off as far as I know.

If it was funded from a PayPal balance it usually appears quickly.
But if it is funded by a credit card through PayPal it needs to go back to the funding source and that can take 2-5 days depending on your bank. So not all PayPal's doing, the delays is often to do with your bank and of course only working days are relevant.

This 100% correct. I also have funds from a refund on hold for excatly this reason. I contacted paypal last night and was told precisely the same info kopenhagen5 has provided.
The thing that grinds is the money has gone from my account and is out there in no mans land.

Nothing to do with my bank as the funds aren't even back into my paypal account so then I have to transfer them back to my bank.
Shouldn't be a credit card issue at the sellers end either, as they are a huge os seller. Never mind, just paypal playing monopoly with our funds as per usual. Funds must be out there in cyberspace somewhere.

audi, you are not understanding what you are being told.
If you funded the payment with a credit or debit card the refund will NOT go to your paypal account at all.....it goes directly back to the card. You do not have to do anything at all to transfer it.
You can see if the refund has been done by looking at the paypal payment....it should say that the refund has been processed and will appear in your account in a few days...your CC account, not your paypal account. If it is not showing as processed then the seller is to blame, not paypal.
Don't blame paypal when you do not understand the system!!!

Hi Lyndal, I understand the system, the purchase was funded from funds in my paypal account, not from any cards etc. The refund will clear into my paypal account after they finish playing with it, then I have to manually do a transfer to my bank if I wish to use the funds for other things that don't accept paypal. I don't leave a lot of idle money in my paypal account due to reasons we all are aware of.

When you go into PayPal, is there any messages about payments pending? They may have subjected you to the 21 day hold thing which they are doing to sellers at the moment. One seller even reported having non eBay payments held for 21 days. What does it say when you click on the pending message in the transaction in PayPal?

Temporary hold placed while paypal reviewed the refund. Paypal will contact me with further information. Just my rightly owned funds would be the only information I wish to receive.

The only reason I can think of for paypal holding a refund is if the seller has sent the refund in the form of a payment from their bank account and it has not cleared to paypal.
I would be ringing paypal and pointing out that it is a refund, not a payment to you for ebay items sent.
This new holding of funds system is a nightmare. And I am still left wondering if funds being sent to Private accounts are going to be held for 21 days.....the Ombudsman and everyone else will be hearing from me if that happens.
