The last time I did a paypal claim one of the choices for a reason was because it didn't arrive in time, meaning the seller knew you were in a hurry for it and did nothing about it. That could have been over a year ago so maybe it's changed, but I doubt it. If they offered express and you have proof that you asked for it but the seller didn't use it then you should have grounds for a refund because you bought it on the proviso that they'd send it a certain way. If they did send it express straight away but it didn't arrive because of AP, that's not the seller's fault and I wouldn't penalise them for it, but I would if it was their fault.
I know messages on some ebay emails are harder to find than others, but a good seller will make a point of checking for messages from buyers on payment notices, on invoice requests, as well as in direct messages.

As far as I am aware, no a buyer cannot cancel AFTER an item is sent
The buyer requested the combined express postage before they purchased so if they sent a quote they must have seen it., If the buyer just saw the amount the seller had quoted when they got the invoice I doubt if they would look to see if it said express postage, they would have no reason to as they had asked for that service prior to purchasing.
If I were the seller I would probably refund in those circumstances, if it was more economically viable to get the goods back I would send a return label or if it wasn't worth it just tell them to keep the items.
