Hello,
I had an item arrive damaged/unusable. Contacted the seller and asked for a refund or replacement. They offered me half money back and keep the item, I said no- item is useless. Then they stopped replying so I opened an eBay return. Have not received a return label yet.
They then said they’d refund in full, but I have to close the refund first. It seems if I close it, I can’t later re open it if they don’t refund me. They won’t refund me til I close it. They say they can’t.
Am I being unreasonable? I feel like I will be screwed if I close it, then they don’t pay but not sure if what they’re saying is correct?

They are lying to you, they can refund easily when the case is open.
Have no furthur communication outside the dispute and let eBay decide the outcome.
This is a very common tactic by Chinese sellers, look at their feedback, where are they registered ?

Overseas sellers cannot issue a label.
If they want it back, they need to send you the funds first, but it is highly unlikely they will do that.
Do not close the return, they are trying to trick you.
I think they have 4 days to refund, but since they cannot issue a label, others will advise if you need to wait a certain period and then ask Ebay to step in, or of you will automatically be refunded after that time.

Do NOT under any circumstances close the dispute. If you do, it can never be reopened and you lose your money. The seller knows that, which is why they are trying to get you to close it. If you do, there will never be a refund.
Keep an eye on the dispute and as soon as the option appears to ask ebay to step in and help, do it. If ebay have to force the seller to refund, they get a defect on their account. Too many defects and their selling account gets shut down.
Ignore any messages from the seller now. Everything will be a tactic that you don't get a refund.

I am having exactly the same issue.
I purchased an preowned, but allegedly unused item that was in an damaged and unusable stage. Initial contact with the seller who eventually agreed to a full refund, but soon followed up with delaying tactics : ie what is your bank account number for refund? I'll refund when the fund is released to me after 4 weeks?, no reply. So I requested a return/refund through the Ebay portal at which stage, the seller stopped responding
After a couple of weeks of seller's nonsense, I opened a case with Ebay and returned the item. The item was tracked to have been received at the sellers' registered address, my case now stages my refund will be issued when the item is returned. It was tracked as returned 2 weeks ago, yet no refund has come back. I have contacted Ebay, and on both occasions they have stated the refund will be issued,,, yet Ebay is yet to action the funds back to me. It is now Ebay stalling.
I understand the case will close automatically after a certain time frame.
Can Ebay stall the case then close it before the funds return to me?

I assume eBay told you to return it and gave you the address to return it to ?
If it was an Australian seller they should have provided a return label for postage.
Did you upload the tracking to the dispute ?
Did you escalate the dispute and ask eBay to step in ?

Did the seller issue you a return label or is the seller registered overseas (it sounds like it from the excuses and stalling)
Did you pay by bank deposit to start with or did you use PayPal?
