What you must do if it is within 30 days of the last ETA of the item, open a dispute with eBay's "money back guarantee". If the item is "not as described" then the seller must pay for the return postage, not you.

Edit to add. DO NOT close the dispute until you are completely satisfied with the outcome, do not close it if the seller says they can't refund until you do - that's a lie.

Why didn't you open a dispute for Item Not As Described.....the seller would be responsible for the return postage. If the item was sent from within Australia you can argue that you should get an Australian address for the return.
Trying to contact ebay is useless.....disputes are automated and you must follow the correct processes.
If you cannot get satisfaction through an ebay dispute then go through paypal....you have 180 days for this process.
Instead of complaining about the ebay protection, learn how they work and you will not have these problems.

It's true that if they are not in Australia, they can't give a return label. BUT wait until eBay gives you the opportunity to escalate the case and ask them to step in. Make it clear in the dispute that the item was sent from Australia before asking them to step in.

A return request is not the same as opening a dispute....returns can be for any reason and largely depend on what the seller decides.
A dispute is definitely saying that something is wrong with the item and ebay can step in if you are not getting satisfaction from the seller.
