Hi all - just wondering if someone can help me out - not sure how (or if) I can proceed a claim any further.
What happened:
I purchase a pair of RAM sticks from a seller who had a refund policy if the sticks didnt work. 1 of the sticks didnt work so I contacted the seller. They repeatedly ignored me so I opened a paypal claim. They offered a 1/2 refund which was of no use because then I would be left with 1 working stick in a pair. From what I can tell you can only buy these in pairs so I would have to buy another pair.
They finally agreed to refund the stick AND replace it. They did refund 1/2 the amount and asked me to return the dead stick and then they would send a replacement. The paypal process gave me no option but to accept the refund and close the dispute.
After waiting and repeatedly contacting the seller it is now obvious they had no intention of replacing the damaged stick. They used the way that paypal works to trick me into accepting the 1/2 refund and had no intention of sending a replacement. It also meant that the feedback option in ebay was no longer available.
Not sure if/how I can take it further. I cant reopen the paypal claim and I cant leave negative feedback.
I am annoyed that the seller can get away with this and they probably do this to other buyers. The only seller that sells single RAM sticks seems to be them so maybe I should buy one of those (hoping that its not my broken one) and then leave negative feedback?
Any ideas.

I believe that OP stated the feedback option has been removed?
Arrghhh. How frustrating.
If you have given these guys enough time to respond (which it appears you have) and they have not honoured their promise, they deserve to be negged.
If you do make another purchase from the same seller they are likely to realise that it's you, and maybe not send you the item at all. In which case you can leave negative feedback of course and also report them but you'll be forking out more money to do so.
But, if you do need the single stick and were going to purchase one anyway, you could take a punt.
If it arrives and works, then you could leave negative feedback for the first transaction. If it doesn't, then you obviously still leave negative feedback - but I wouldn't go through Paypal claims or you'll be in the same boat again. It all depends how much you're willing to spend to leave these guys the bad feedback that they deserve. ]:)

Very bad advice; you are not allowed to leave FB that is not for that particular transaction; the seller could have it removed in a flash.
Why isn't FB working? Only reason that would happen is if it is over 60 days now.

Why did Paypal make you close the dispute? Don't they allow you to wait until the seller honour their promise, in this case to replace the item?
Or is the financial aspect the only thing Paypal can enforce?
