A lot of overseas sellers, particularly Chinese sellers, will not post to a PO Box. And sellers who send by courier delivery cannot send to a PO Box as couriers cannot dliver to them.
Just because you are buying "cheap big company stuff" it does not mean it is not causing pain to the seller....they will still be charged fees, as well as the time taken to list.

I have read about issues like this on previous threads. I seem to remember a suggestion to include the physical street address of the post office where the PO box is located. Check with your PO if this is an option. May help to get around those sellers who will not post to PO boxes in Australia .......

Your account will not be suspended if you handle this properly.
Message the sellers and ask if they will consider posting to a PO Box or if not, will they cancel the sale.
If they do send you a cancellation request you should accept it promptly and that will be the end of it.
If they will not cancel the transaction and open an unpaid item dispute you should ring ebay and tell them that the seller does not post to post office boxes. They should remove any strikes as it is not your fault.

Well according to his profile he has been for 10days as far as I can see.
Even if it is a guest ID I can't see that it should be treated any differently as far as strikes go.
It seems to be becoming somewhat of a problem with sellers not saying they do not post to PO boxes until after the buyers have committed to buy. It does need to be addressed IMO.
