i received an item that was not as advertised so i left negative feedback. Seller sent me email asking if he was to give me item for free would i detract negative feedback and change to positive feedback. This to me sounds very shonkey and i was going to report it to ebay, but don't know address

You bought from a Chinese seller and never thought for a minute that the item would come from China? Not to mention a Chinese seller with an atrocius feedback score. Always check a sellers feedback page to see where they are located. The Chinese often say stock is in Australia. Botany is one such location. Darwin being another.
It's up to you whether you wish to revise the feedback if the seller fully refunds you. I personally probably would as they have done the right thing. In future, if there is an issue, contact the seller first. Often they will be happy to rectify the situation without the need for disputes or bad feedback.
