I ordered an item and I needed a tax invoice which was eventually provided.

I used the "Ship to Address" of my wife as it is easy for her to receive goods.

When I got my invoice the goods were "Billed to" her as well and I did not appear on the invoice.

The Australia Tax Office will not accept this invoice.

The Seller tells me I have to change the "Billed to" field in eBay and maybe PayPal as well.

I have looked and I can not find where I do this.

Where do I change this?

In short, you can't, as eBay / PayPal do not provide the opportunity to enter separate billing and delivery details, and sellers are only provided with the shipping name & address.

At most, if the seller has their account set up to receive individual notification emails of every item sold, that email notice will contain the primary address registered to the eBay account holder, but the name and address used at checkout overrides everything and is all that will be found on the order history on the seller's side.

This also means the seller can not manually create an invoice using alternative details, but if the sale was under $1000, it's not required to have the buyer's identity on a tax invoice, so if the seller was willing, they could manually create an invoice and send that - as far as I know, I am basing that on the following information fom the ATO:

Requirements of tax invoices

Tax invoices for taxable sales of less than $1,000 must include enough information to clearly determine the following seven details:

that the document is intended to be a tax invoice
the seller's identity
the seller's Australian business number (ABN)
the date the invoice was issued
a brief description of the items sold, including the quantity (if applicable) and the price
the GST amount (if any) payable โ€“ this can be shown separately or, if the GST amount is exactly one-eleventh of the total price, as a statement such as 'Total price includes GST'

In addition, tax invoices for sales of $1,000 or more need to show:

the buyer's identity or ABN

I purchase items on ebay for our business (printer inks, markers etc) and the invoices and receipts are in my name.

There has never been a problem with the ATO as I pay for the items from the business bank account.

The primary mobile phone used in the business is also registered in my name and there has never been a problem....again I pay for it out of the business bank account.

So, this is a big issue, it means you can not purchase an item >$1,000 from eBay that you need to use the invoice for tax purposes if you want it delivered to a name/shipping address that is not the purchaser.

It is plain wrong, I am the purchaser and just because I want it shipped to another person/address (like my wife because I am on the road) eBay change the name of the purchaser to the delivery perso/point.  Really?

Have I understood this correctly?

Where did you change the delivery address.....in ebay/paypal or did you just change the delivery address when going through Checkout?

If you change it in Checkout it will not change the address on your ebay/paypal accounts.  You can post it to whomever you want to.

eBay don't change the name of the purchaser - they simply don't provide it.

Sellers only get a delivery name and address, not a billing address.

I had a buyer the other day that wanted the invoice made out to his work. I just changed the details in the sales record, printed the invoice then changed them back after printing.

As long as I can remember I have always been able to change mistakes or delivery address before printing. But another account no such luch and both have selling manager plus.

I'm not sure if I could do that with mine or not, though if I use the 'view sales record' link from sales (as opposed to 'view order details"), the fields with the name & address certainly do look editable.

This would have to be done manually though, at the request of the buyer, which is always less than ideal as some seller's systems won't accomodate that easily - it does seem a bit odd in this day an age that eBay never provided the ability to differenatiate between billing and delivery addresses etc, on most sites you just fill out one and tick a box to copy it over if it's the same, or if not, fill out the other, so that invoices etc are accurate. I have to do some invoices manually, eg if I've set up a custom listing with multiple items, as then the items aren't itemised with individual prices on eBay's invoice, but in those cases I just use an independent system.

I (like Lyndal) frequently purchase for my employer and use my ebay & PP account with funds from my bank.  I have been doing this for many years and have never had any problem.
