Shonky seller- what does ebay do?

Hi. I rather foolishly bought a cheap Lego set. (to good to be true, really). Anyway, I went through the proper channels and got a refund. I have two questions, though. Who, ultimately pays for these refunds? And do ebay stop theses shonky sellers? Thanks.

Usually PayPal hold funds for exactly this reason and will refund from that.
Or if seller has used the Paypal credit, PayPal will debit their credit card.
eBay will restrict an account if seen to be repeat offending or if many different members are reporting the same of a seller.
If eBay find an account to be a scam account they sometimes de-register before restricting.
