Four months is too late for an eBay money back guarantee claim (that is 30 days past estimated delivery date).
If you paid by Paypal open an item not received claim through Paypal. You have 180 days there.
Usually, the first step is to notify the seller in a reasonable timeframe (so a bit longer than you would expect delivery to take). Then if they aren't prepared to achieve a solution, start a claim process.
But here as it is four months...go straight to Paypal and follow the steps.

Why on earth did you wait so long? That is way too long to wait before opening a dispute.

If you paid by Paypal open a dispute for "item not received".
You'll need to find the listing in your archives from the drop-down box in the purchase history.
