There's an awful lot of NARU'd buyers in their feedback as well tippy, and I agree that many of the newbies may well not know how to claim or simply can't be bothered jumping through eBay/Paypal hoops for a refund for 20 bucks or so.
joe these scammers - not just this one - rely on buyers NOT pursuing claims for INR's, otherwise quite simply they wouldn't be doing it.
Also in this case the seller still (last time I looked) has an active account and has not been shut down, so it's not an automatic or quick refund on the money lost.
It also looks from the selling feedback that the seller has reached the point where Paypal will not hold their funds for the 21 days, so I imagine the Paypal account and associated bank accounts have been emptied and the scammer has done the proverbial runner with the money, never to be seen again.
So the end result, if every one of the scammed buyers raises a dispute (which I seriously doubt), then Paypal will have to refund out of their money and they most certainly will not be happy about that scenario, and will likely drag there feet on any refund.

Other scammers that I have watched, when the negative feedback starts rolling in, a common comment is that they have lost their money, so I do believe that a lot of low feedback buyers don't know they can claim, despite what Joe says. I also agree that they got their other accounts (the NARU ones) to give enough feedback whereby the holds no longer applied. Given how many scams you see in the automotive categories, it wouldn't be worth their while doing it if every buyer claimed a refund. That scammer is long gone with the money and are probably boosting a new account with feedback ready for the next round of scamming.

The scam items aren't showing in their sold or completed listings any more, so I wonder if eBay have removed them? Still showing in *that* site though (the one that Joe hates ๐ ). I just looked at the buyer list again and most of the buyers had yellow (less than 50 feedback) or no stars (less than 10 feedback). It makes me mad that genuine new sellers are having to suffer because of these scammers by having their funds held. Yet at the same time, they don't do anything to stop the scammers.

Do give us a cut and paste of that message please joe, because I seriously doubt it referred to "that" website since it has been approved for use by eBay, and furthermore in 2009 it was given a "Service to the Developer Community Award" by eBay.

I have never seen a Moderator say that site cannot be mentioned or used. As far as I know it is an ebay approved site.

It is indeed an eBay approved site lyndal, but without seeing the mysterious message that joe found we are very much in the dark about it's so-called ban.
Perhaps someone else can shed a light on that message since it appears joe is unable to show it to us.
