I have bought 2 items in the last 4 months and bid on nothing.

That buyer may have restrictions on buyers with zero feedback. You could try messaging the seller.

Many sellers  in the US  have set their selling  requirements to  only buyers  who have a payment method on file.

eBay does often place limits on buying and a  cc on file usually helps prevent this

But many sellers  in the US  have settings in   their buyer requirements  to  only  sell to buyers  who have a payment method on file.
