I have left negative feedback for scam sellers on ebay to warn buyers about such sellers (at least 2 in the last 12 months) and have found that ebay has removed this feedback without even checking with me in the first place. It seems like these sellers just contact ebay and ebay galdly removes this feedback without even checking which is in violation of its own policies. Is anyone else having this same experience?

No.
Feedback will be removed at sellers' request if such feedback violates eBay policies. eBay do not consult.
You doubtless used eBay buyer protection to get your money back, so you haven't lost anything.
Given your admitted track record, maybe stop buying from 'scam' sellers?

Please point out the policy you are referring to.

I use the 100% positive feedback as a guide to buy from sellers. This seller had 100% feedback and I placed bids on the mutiple listings they had and I managed to win most of them. I sent multiple messages asking for a combined shipping invoice and the seller did not response and then simply cancelled the purchase at the first opportunity once the payment period lapsed. I had even contacted ebay about it before hand. They were no help saying just contact the seller who off course did not reply so they could cancel. I left the feedback to warn others about this seller. The seller cancelled saying I had asked to cancel when this was untrue. Ebay staff were totally unhelpful when I contact them even point out the mutiple emails I had sent them. Here is the policy - Leaving Feedback for sellers | eBay

This is on the page you linked:
eBay will automatically remove feedback for a seller if it's cancelled due to non-payment, or if the buyer requests to cancel. Sounds like this transaction qualified for at least the non-payment option.
You may have a good reason for non-payment (no idea what original postage costs were, whether the seller had combined postage options available etc - not all do), but ebay haven't acted outside of their policies in this case.

There you go.
The time to negotiate combined postage is pre- not post-sale. A seller doesn't have to comply.
Your seller should have used non-payment as the reason for the cancellation, in which case you wouldn't have been able to leave feedback at all.
For example, I offer combined postage if buyers contact me before they purchase. I am unable, due to my settings, to send invoices for combined postage. If a buyer doesn't bother to negotiate pre-purchase, they don't get combined postage. If they don't pay, they get cancelled for non-payment and collect a strike.

eBay do not have to 'check with you' first
Just as you chose not to check with the seller if the would combine postage before you went ahead and bought a bunch of stuff
No violation of policy in removing an unfounded neg because you did not get a special discount on postage
Especially after harassing said seller with 'multiple message' seeking such
Where exactly is the 'scam' you claim occurred ?
What was the 'warning' ?
Ask before bidding next time

Yes, ebay does sometimes remove feedback.
I know about the ebay guides but even I got caught some time ago with a feedback removal as I wasn't aware I had broken any of the rules.
In your case, it sounds as if your feedback was removed because you were a non payer.
I do think your seller was at fault for not at least getting back to you with a reply. A simple explanation that they were unable, because of their settings, to send a combined invoice once a sale had gone through would have been enough.
Mind you, if I had bought several items, I would probably consider that pretty disappointing too. Ideally, a buyer should ask beforehand but a lot of sellers are able to adjust things after a sale as well. But it is never a given.
I suspect your seller just decided it was safer not to answer & hoped it would all time out before you paid, which is what happened.
