You need to go via Customer Support at the top of any eBay page,(as there are different numbers for different
problems)
Customer Support > Contact eBay > then select the option you need,(it will then give you a phone number).

I very much doubt eBay will know if you don't.
Did you post with tracking? Has the buyer claimed non-receipt?
If 'Yes' and 'Yes' you have Paypal protection.
If 'No' and 'Yes' you are liable.
If 'Yes' or 'No' and 'No', what is the issue?

I've had a similar problem, where I've tried to contact an ebay member and they fail to respond at all.
This situation makes you suspicious the ebayer is genuine.
I've contacted ebay and they won't even contact the ebayer on my behalf.
This situation makes me worried potential fraudulant ebayers are out there and nothing is getting done about them.

No one here can get another ebayer to contact someone - if you go to the Site Map at the bottom of every page you can request contact details via eBay so long as you are in a transaction with the eBayer. You will need the transaction number (item) to do that.
If you are not in a transaction with them, try messaging them via a product they have listed.
If it is a problem with an item you have paid for, come back here and advise more clearly what the issue is so we can assist as best we can.
