I am not sure exactly why your coupon offer isn't working but it does say in the terms & conditions that the $10 coupon cannot be used in conjunction with any other coupon, rebate or promotion.
I am just wondering if , because you were given a special offer from the seller on one of the items you have in the cart, if that is negating the $10 coupon.
Try taking that one thing out of your cart and see how you go.
From what I can understand the $10 coupon only applies to one transaction but you can have up to 10 items in that transaction. If you have 20, I'd imagine that is too many?
As for the min spend, as cam said, you need to look in the voucher section of your My ebay.
If you still can't find it, you could go to ebay help and ask.
Failing that, you could just try it out on random items of increasing value on ebay, till you hit the spot where the coupon is valid. But it does sound very unusual that you can't locate the min spend required, it is usually not hard. I am not familiar with US ebay though.
It's disappointing if you can't use a coupon. But it is not tragic.😂
