Where can I make suggestions for improving the eBay user interface?

Some features I'd like to see are:

1) the ability to filter out sellers with a feedback rating of less than a specified percentage

2) the ability to filter out sellers from particular countries

3) a more prominent "Add to Watchlist" button.

4) easier to find user feedback link.
